New Mexico has a complex gaming background. When the Indian Gaming Regulatory Act was passed by Congress in Nineteen Eighty Nine, it seemed like New Mexico would be one of the states to cash in on the Amerindian casino craze. Politics guaranteed that wouldn’t be the situation.

The New Mexico governor Bruce King assembled a working group in Nineteen Ninety to create a compact with New Mexico Indian bands. When the working group arrived at an accord with two important local bands a year later, Governor King declined to sign the bargain. He would hold up a deal until Nineteen Ninety Four.

When a new governor took office in Nineteen Ninety Five, it seemed that Indian gambling in New Mexico was now a certainty. But when Governor Gary Johnson signed the accord with the Indian tribes, anti-wagering forces were able to tie the deal up in the courts. A New Mexico court found that the Governor had overstepped his bounds in signing the accord, therefore denying the state of New Mexico many hundreds of thousands of dollars in licensing fees over the next several years.

It required the CNA, signed by the New Mexico legislature, to get the process moving on a full contract between the Government of New Mexico and its Amerindian tribes. Ten years had been lost for gaming in New Mexico, including American Indian casino Bingo.

The not for profit Bingo industry has gotten bigger from 1999. That year, New Mexico non-profit game providers acquired only $3,048 in revenues. This number grew to $725,150 in 2000, and exceeded one million dollars in 2001. Non-profit Bingo revenues have increased steadily since that time. 2005 witnessed the largest year, with $1,233,289 earned by the owners.

Bingo is clearly beloved in New Mexico. All sorts of operators look for a bit of the action. Hopefully, the politicos are done batting around gaming as an important matter like they did back in the 90’s. That is most likely hopeful thinking.
