New Mexico has a stormy gambling background. When the Indian Gaming Regulatory Act was passed by the House in Nineteen Eighty Nine, it seemed like New Mexico might be one of the states to get on the American Indian casino craze. Politics guaranteed that would not be the case.

The New Mexico governor Bruce King announced a panel in 1990 to discuss a contract with New Mexico American Indian bands. When the panel came to an accord with two prominent local tribes a year later, the Governor refused to sign the bargain. He would hold up a deal until 1994.

When a new governor took office in Nineteen Ninety Five, it appeared that Indian gambling in New Mexico was a certainty. But when Governor Gary Johnson passed the contract with the American Indian tribes, anti-gambling forces were able to tie the contract up in courts. A New Mexico court ruled that Governor Johnson had out stepped his bounds in signing the compact, therefore costing the government of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.

It required the Compact Negotiation Act, signed by the New Mexico legislature, to get the ball rolling on a full accord between the State of New Mexico and its Amerindian bands. A decade had been lost for gaming in New Mexico, including American Indian casino Bingo.

The nonprofit Bingo industry has gotten bigger since Nineteen Ninety-Nine. In that year, New Mexico non-profit game providers acquired just $3,048. That climbed to $725,150 in 2000, and passed a million dollars in 2001. Not for profit Bingo earnings have grown steadily since that time. Two Thousand and Five witnessed the biggest year, with $1,233,289 grossed by the operators.

Bingo is certainly favored in New Mexico. All sorts of providers look for a slice of the action. Hopefully, the politicians are through batting around gambling as an important issue like they did in the 90’s. That’s most likely wishful thinking.
