New Mexico has a complex gaming history. When the Indian Gaming Regulatory Act was signed by Congress in 1989, it seemed like New Mexico would be one of the states to get on the American Indian casino bandwagon. Politics guaranteed that would not be the case.

The New Mexico governor Bruce King appointed a working group in Nineteen Ninety to create an accord with New Mexico Indian tribes. When the panel arrived at an agreement with two important local bands a year later, Governor King declined to sign the bargain. He would hold up a deal until 1994.

When a new governor took office in 1995, it appeared that Amerindian gaming in New Mexico was now a certainty. But when the new Governor passed the compact with the American Indian tribes, anti-wagering groups were able to tie the accord up in the courts. A New Mexico court ruled that Governor Johnson had out stepped his bounds in signing the accord, thereby denying the government of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.

It required the Compact Negotiation Act, signed by the New Mexico government, to get the process moving on a full contract amongst the Government of New Mexico and its American Indian bands. A decade had been burned for gaming in New Mexico, including American Indian casino Bingo.

The non-profit Bingo industry has increased from Nineteen Ninety-Nine. In that year, New Mexico charity game providers acquired only $3,048 in revenues. This number grew to $725,150 in 2000, and passed a million dollars in revenues in 2001. Non-profit Bingo revenues have increased steadily since then. 2005 witnessed the biggest year, with $1,233,289 earned by the operators.

Bingo is categorically popular in New Mexico. All kinds of providers try for a slice of the action. With hope, the politicians are through batting over gaming as a hot button factor like they did back in the 1990’s. That’s probably wishful thinking.
